To qualify as "great", a road needs to satisfy 5 criteria:

1. Good road surface
The road is in safe condition.

2. Twists and turns
The road is entertaining.

3. Scenic
Scenery is beautiful and/or interesting.

4. Light traffic
Minimum number of Buicks & Winnebagos.

5. Light patrol
